its the home heating credit, I don't need it, don't fing want it, yet it is still being populated, and will NOT delete when I got to tools->Delete a form, it just repopulates.

fix your software, if I don't fill out the home heating credit portion, the form should NOT BE INCLUDED. I am NOT waiting until Feb. 2nd to file a form that gives me NOTHING

OK ... if you cannot just delete the form then  you must find the root of the issue.  Try deleting the state return you started and then start the state interview again ... that may clear out what you don't want.
