The daycare that I use doesn’t give out W2’s, how can I submit information regarding daycare expenses?

The information you need from your daycare provider is:

Each child care provider's name, address, and tax ID number (or Social Security number,) plus the amount paid to the provider.  Some daycare providers will supply this at the end of the year automatically.

You would only need a W-2 from your employer to show any reimbursements you already received  towards your daycare expenses.
