Taking standard deduction but entered charitable donations to get them on my WI return, but TurboTax isn't including a Sch A as required on my state return. How come?

Taking standard deduction but entered charitable donations to get them on my WI return, but TurboTax isn't including a Sch A as required on my state return. How come?
When you take the standard deduction that means you can not take any other deductions like the charitable donation in addition. You must choose between itemizing or taking the standard deduction. Turbo tax will let you know which is the best option for you.

Wisconsin is among several states that allows you to submit itemized deductions for state tax credits even if you aren't itemizing for the federal return. To do this, though, you have to submit a federal Schedule A, but TurboTax isn't preparing one for me. Seems like an oversight unless I'm missing something.
