My daughter's student loans are co-signed by her grandfather. I have made the payments until she graduates. She is a dependent of mine and not her grandfather's. Who if anyone can take the deduction?

Apparently -- no one. You cannot take the deduction since you did not co-sign, Grandpa cannot take it since he did not make the payments, and a dependent cannot get education credits.
Grandpa would have been better off gifting you the funds so that you could make the payments.
