State refund

I received my state refund; however it was less than it should have been. The state agency said that TurboTax took a fee out of the refund. Wasn’t this supposed to be taken from the federal refund?

It can be taken from either the state or federal refund.

I am trying to refile my state taxes as they were rejected and as I start the process to refile and finish step 2 instead of moving on to step 3 it takes me back to 2.
