State refund

I received my state refund; however it was less than it should have been. The state agency said that TurboTax took a fee out of the refund. Wasn’t this supposed to be taken from the federal refund?

It can be taken from either the state or federal refund.

Missouri Form MO-A Section C states only line 1 or line2 should be filled in; however, with line 1 populated software will not let me electronically file with line two populated with a zero.
