I received a state income tax refund on my 2023 taxes but I did not receive a form 1099-G.
Under the "Tell us about your refund" page it asks for the "Total of all your payments and withholding." In the list from the link "What does this include?" does "Amounts withheld on your ... 1099" mean this year's 1099s or the ones from 2023?

Everything from tax year 2023 however if you took the Standard Deduction on your 2023 tax year federal return, the state refund is not taxable on your federal return and you needn't report/enter the refund.

If you did itemize, also be aware that if the state tax was limited because of the 10,000 SALT limit, you can factor that in as well. (The program cannot do this for you)
For example, if you had 12,000 in state and local taxes for 2023, but the amount you could claim on your 2023 Schedule A was limited to 10,000, any refund in the amount of 2,000 or less would not be claimed as income. A refund over 2,000 would be reduced. So a 3,000 refund would, in this example, result in 1,000 income.
For the above situation, enter the 1099-G with the amount reduced for the state tax you were not allowed to claim on your 2023 Schedule A.
Yes, we did itemize last year. The total amount of state and local taxes (income + real estate + personal property) was over $10,000 and so $10,000 was the amount used.
So you are saying that on the TT page that is asking about state and local taxes listed on our 2023 Schedule A is asking for that total amount (line 5d), not just the amount on line 5a. Is that right?
You can ignore that last question. I put in the total state and local taxes amount (5d). The TT steps (instructions and questions) that followed confirm that was the right thing to do. Thank you for your help.
