Shouldn't entering 592b amount of tax withheld

reduce the amount of Federal Tax due? I entered an amount over a thousand and the federal tax due didn't reduce at all.

No. California Form 592-B shows California income tax withheld, not federal. It won't have any effect on your federal income tax return.
