Just wanted to update the group on a way around this. The glitch remains and the form is still listed during the state review with your prior year's information despite trying to remove it. However, during the state review, you can change the issue date to the current date (or probably any date less than 5 years ago), and as long as the credit is set to zero, the form will not be included in the actual tax filing.
Mass GL states that the credit can be taken in the year of the work + five additional years. Therefore, work in 2017 should be able to use any carryover credit in tax year 2022. The software problem is that the 2021 carryover credit from 2021 MA return does not show up in line 8 of MA SC form. However, the date and city of compliance does show up and generates the form. Further complicating the problem is the software says that there is no credit available leading users to think that there is nothing available. You can't override the number in line 8 on the SC form, because the amount carried forward is also supposed to be carried forward to MA CMS form. I surfaced the problem to TurboTax ten days ago, but I mostly get explanations that there is no problem, or somebody tries to do a temporary work around rather than fixing the software.
