Real estate agent pays cleaning woman to clean vacant houses. Is she issued 1099? She is not a "business" just does odds & ends.I write payment to her off as expense.

She charges no more than $200 to $300 per house but the total I pay her is around $2500 for the year.

Yes.  YOU have a business, and that business paid a non-corporation over $600 for services.  So the business is required to issue a 1099-MISC.

As a side note, doing odds-and-ends and cleaning can certainly be a business.
