Out of curiosity, I went back to 2021 Deluxe version and try to jump to the community property page. And, it is doing the exact same thing - jump to the Federal review page. So, What went wrong in my case? I create a brand new tax file with married filing separately for myself. That doesn't seem to make a difference, same issue.
Go back to the personal section and make sure you have a community property state entered for your address. Community property states are Arizona, California, Idaho, Louisiana, Nevada, New Mexico, Texas, Washington, Wisconsin and one of those has to be entered to generate Form 8958.
I've been facing the same issue for several years. The bottom line is that Turbo Tax won't fill out Form 8958 for you -- you have to do it yourself. I download the Form 8958 from the IRS and follow the instructions on the form. Then I add up the entries for all items except #11 (taxes withheld) to get the total for Columns B and C. Then in TurboTax, since my income is greater than my wife's, I calculate half the difference between us. I then use the Search Topics tab to search for 8958 and select it. On the earnings page that pops up I enter the amount just calculated (half the difference in earnings) on the earnings page as a subtraction adjustment for me and an addition adjustment for her. I then calculate half the difference between the withholding for me and my wife. (Assuming my withholdings are greater), in the withholding page I enter that amount as a subtraction adjustment for me and an addition adjustment for her. I do this on both my married filing separately form and my wife's married filing separately form. So far, the taxes filing separately have been greater than married filing jointly, so I've never filed this way (but I always check). I guess that if I really did file separately, Turbo Tax would somehow generate an 8958 form, but I've never gotten that far.
Great. That's it! After changing the address to a US community state address, the link works. However, I am an expat living overseas who happens to have income from CA source. Without a foreign address, I don't know how I can claim foreign earned income exclusion. Getting a bit complicated.

At first, I was wondering how I enter my spouse's W2 info as Turbo Tax won't let you change the name on the W2 page. Then, I came across an article that describes what needs to be done to achieve that. I think I now have an idea of what needs to be done going forward. Thanks.

I followed the instructions and TurboTax Home and Business 2022, but it does not jump to any section. I was divorced in 2022, so am filing single, but I am required to file form 8958 for the portion of the year I was married. I tried jumping to 8958 and Community Property, neither worked.
You should see a reference to the community property situation after you have entered your Deductions and Credits in TurboTax. It comes after you are instructed to review your tax return and after the QBI questions. I suggest you go back through the deductions and credits section and work from there forward until you see this screen:
