I think @Hal_Al knows something about Ohio state returns. Are you asking if you can attach a document to your return, like if the state requires proof of something? I believe that Turbotax does not allow any attachments, even if the tax service allows attachments. (This was a company decision, as far as I can tell.) If an attachment is absolutely required, you may have to print your return and file it by mail.
If you are really asking if Turbotax can download a document, the only documents I know of that Turbotax can download are W-2s from participating employers and 1099-B, 1099-INT and 1099-DIV from participating banks and brokers.

A. No. You do not need to attach any receipts/proof with your return (e-filed or mailed). The documentation mentioned at the Ohio Dept. of Taxation (ODT) web site is only required if you are questioned/audited by ODT, later.
Hal_Al's response was correct, but it turns out that when proper documentation is not included, the Ohio Tax Department will send a letter requesting proper documentation. The letter instructs the tax payer to go to the Ohio site: https://tax.ohio.gov/myportal. The taxpayer can either register at the site or respond without without registering. The letter directs the tax payer to a tab entitled: Respond to a Letter or Notice. That tab directs the tax payer to provide the Letter ID (upper right hand corner of the letter from the Ohio Tax Dept), an email address, a phone number, and a detailed explanation. The tax payer is then asked to scan the verification letter, upload it o the site, and press submit. A certification code which verifies the submission is provided. The process takes about 5 minutes.
