Unexpected use of gain property carryover to exceed 50% of AGI

My 2022 return contains the following charitable contributions:

24.1% of AGI as cash to 50% limit organizations - not limited
25.9% of AGI as capital gain property to 50% limit organizations - limited
4.1% of AGI as carryover from 2021 of capital gain property to 50% limit organizations - limited

 

Based on publication 526, I expected the carryover to be limited to 0%, not the 4.1% seen here. Worksheet "Charitable Deduction Limits Worksheet For Carryover Contributions" arrives at the 4.1%. I can't reconcile that worksheet's approach with publication 526. I also find the worksheet internally inconsistent; for example, line 24 is labeled "Add lines 6 and 7", but its value doesn't match that sum. Is TurboTax correct to use the 4.1% of AGI worth of carryover, or is this a bug? If TurboTax is correct, why?

Having re-read publication 526 section "Carryovers" a few times, I think this is a TurboTax bug.  TurboTax's behavior is inconsistent with Example 1 and Example 2 from that section.
