Our 19yo son is a Scout leader. Can I deduct gas costs to take him to meetings, as he doesn't have a vehicle?

Yes. The Boy Scouts are a qualified charity so charity miles would be deductible on your return. See pages 12 and 13 of About Schedule A (Form 1040), Itemized Deductions for more information.
You can't deduct gas, exactly. You can deduct the standard mileage rate for providing service to a charity, which is 14 cents per mile. If you list the scouts as a charity in the Donations section, one of the options is mileage.
If audited, you would need reliable written records of the dates and mileage of the trips you claim.
