No. The credits are not available for homes not used as a residence by the taxpayer. And, while it has all of the amenities of a home, it doesn't qualify as a home.

If the RV is not used as a second home, then you cannot take the credit. Meaning, if you are renting it out, you would not be able to use it as a second home. But, if you travel or use it as a vacation home, then you would be able to claim the credit.
Just confirming the last sentence in your reply. Solar electric expenditures do qualify if the RV is used as a vacation home?
Yes, if it is a second home it qualifies.
