Two people cannot claim the same dependent. When your brother filed to claim the Stimulus payments using the Recovery Rebate Credit, he should have said he cannot claim himself as a dependent. Then he would have filed just to get the Stimulus. However, it sounds like he did not file that way. So two people cannot use the same social security number to claim the same dependent.
Now he can amend his return to say he cannot claim himself as a dependent then you will be allowed to carry him as a dependent. However, that will take quite a while to dlear up at the IRS.

I wish Turbo Tax allowed for more space as I tried to give all pertinent facts in my post. I think your response was spot on.
It is my understanding that I have until May 2024 to fix this.

Should my brother amend his first , and then when that is amended and accepted I should amend mine after it is clear that IRS have approved amended 1040- X.
Step 1. Amend my brother's 2020 return.
Step 2. Amend my own 2020 return but not until my brother's is accepted.

Yes, your brother can e-file an amended return. Once his has been processed, then you can file your return.
Once your original return is accepted and the finances are settled, you can file an amended return.
