you should have received a letter (or will shortly receive) a letter from US Treasury that explains the process.
What do I do with the letter.? The treasury said they don't know how to fix it. The IRS phone lines are down.. and the injured spouse form has nothing on it about stimulus payment offsets..
here is what the IRS FAQ states:
If you are married filing jointly and you filed an injured spouse claim with your 2019 tax return (or 2018 tax return if you haven’t filed your 2019 tax return), half of the total Payment will be sent to each spouse and your spouse’s Payment will be offset only for past-due child support. There is no need to file another injured spouse claim for the Payment.

There are a few factors that have to be considered. When the Office of Child Support Enforcement (OCSE)confiscates the money from the IRS is doesn't go directly to the custodial parent. They hold it for 3-4 weeks in case an Injured Spouse (form 8379) claim is filed. So here are a few questions:
