I clicked the link in this answer but the page is an Error 404. I need to know where to find out if I should have gotten the tax credit. I own my house - paid off - but still pay property taxes. My AGI was actually negative for 2019 due to Carried Over Losses. I do not itemize my deductions on my federal return. I thought I had received this State refund in the past but the tax preparer does not show it this year.  I technically qualify for Free Tax help but cannot find anyone who honors that. I had to pay her $50 but have questions on several items, this being the biggest.
