Unless before becoming covered by the HRA plan you were covered by an HDHP plan in 2022 which made you eligible to contribute to an HSA for part of the year, your kids' dad is the only one potentially eligible to contribute to an HSA for 2022.
You have never been eligible to contribute to HSAs on behalf of the kids because the kids being claimable as dependents makes your kids ineligible to contribute to an HSA. You could potentially make a contribution to your kids' dad's HSA on his behalf, but it would be a deduction on his tax return not yours (unless you are married filing jointly). A contribution made to your own HSA, if eligible, would be your contribution, not your kids' contributions.
