No ... lot rent is not deductible on a personal residence.

The lot rent is a personal expense and not deductible on your federal tax return.

 

Some states may treat lot rent as a property tax on your primary residence and allow a deduction on your state income tax return.  Check your state tax filing instructions for guidance.
