If you are going through the Education Credits section of your return, the question is asking whether you have completed four years of college prior to the beginning of the current tax year. It does not matter when it was completed, only that you have been through four years of college.
Since you have, you will not be eligible to claim the American Opportunity Tax Credit, but you still might qualify to claim the Lifetime Learning Credit.

It is asking if your current colleges acknowledges that you have completed 4 years. In other words, does your current college consider you as a undergraduate student (less than 4 full years) or as a graduate student (finished 4 years of college).
