There is no income tax in Washington State.... There are green incentives though.
If you’ve purchased or leased a new passenger car, light duty truck, and medium duty passenger vehicle since July 1, 2016, you may be exempt from state motor vehicle sales and use taxes.
Expiration:Tax exemption expires July 1, 2019 or when the total number of qualifying vehicles titled in Washington on or after July 15, 2015, reaches 7,500 vehicles.

That doesn't answer the question, the question is asking if electric vehicle registration fee/tax charged in Washington state is tax deductible and then you state that there is no income tax in Washington state. Of course not, the question is whether the Washington state tax is federally deductible.
Then you go off on tangent describing a sales tax credit that is long since expired (it expired well before 2019 because the 7,500 car limit that you mention had been hit long before).
