On my 1099-DIV, the FEIN is listed as 00-000000. This has been the same way for as long as I can remember. In past years, TurboTax had a check box that said that the FEIN was not provided, and allowed me to enter the form without it. This year, that option is not available and will not allow me to enter that form. If I leave it off it says "Needs info" and if I enter 00-000000 like it is on the 1099-DIV, it says it is an invalid FEIN. What do I do?

You don’t have to enter a EIN to report a dividend.
If I do not enter an FEIN it says "Needs info". I cannot leave this field blank.
In my program when I go to the 1099-DIV screen it only asks for the payer’s name and then only the dividend and capital gain distribution

An EIN is a 9-digit number. In your question you described an 8-digit number twice. Have you tried adding another 0 to make it 9? I don't know if that will make any difference, but it's something to try. It may still produce the same error of "invalid EIN."
Why is it all zeros? i.e., why is there no Federal EIN? Is this by any chance from a foreign company/account?
Are you using desktop software or online TurboTax?
