@VolvoGirl It does seem like a grey area because if the IRS allowed zero earned income in 2021 I would think it would prompt me to put in my earned income in 2019 when using the EIC Qualification Assistant, and it does not
@VolvoGirl Adding onto my above response… meaning after stating zero earned income for 2021 it does not prompt you to enter 2019
If you are using the assistant use your 2019 income. You will see windows repeatedly saying to use 2019 income if that is more than your 2021 earned income.
Just go to the EIC section. It worked for me. I can try to make some screen shots.

t231, did you ever get this issue resolved? I find myself in the same position asking the very same question.
@JLH1347 Took the credit through turbotax. Called the IRS, went through the whole scenario with the rep on the phone and she also stated I was entitled to the credit.

Using 2019 Earned Income on the 2021 Return
Who is eligible: Anyone whose earned income in 2019 was greater than their earned income in
2021 (even if 2021 earned income is zero!).
@t231 How did you resolve the issue with being unable to e-file? I have the exact same issue as you and don't know how to resolve. Did you have to mail it in? Or did you have a workaround where you were able to end up e-filing? Thanks for your help in advance.
