You may get a state deduction for your medical expenses even if you take the Standard Deduction on your Federal return.
The amount you may apply towards the state deduction still needs to be the amount which is more than 7.5 % of your Federal Adjusted Gross Income.

A. Yes, if your medical insurance is "unreimbursed dental, vision, and health insurance premiums paid during any portion of the year in which you were not eligible for Medicare or an employer-paid health care plan through your or your spouse’s employer"
Any other insurance premiums are subject to the 7.5% rule, like your other medical expenses.
