Yes, but it is still  limited to the amount of medical expenses exceeding 7-1/2% of  your  federal AGI.  Enter medical expenses under federal deductions and it will transfer to the OH return. 

 

If you do not enter in the federal section, you will get another chance in the OH software at the screen "Here's how Ohio handles Income differently".

 

It goes on line 35 of OH schedule A. Note the requirement to include a copy of the medical expenses worksheet.  Un-subsidized health insurance premiums are deductible without  regard to the 7-1/2% rule.

I live Ohio do I get a state deduction for my self paid medical insurance premium for 2022 even though I don't meet the percentage needed for federal deductions

You may get a state deduction for your medical expenses even if you take the Standard Deduction on your Federal return. 

The amount you may apply towards the state deduction still needs to be the amount which is more than 7.5 % of your Federal Adjusted Gross Income.

A. Yes, if your medical insurance  is  "unreimbursed dental, vision, and health insurance premiums paid during any portion of the year in which you were not eligible for Medicare or an employer-paid health care plan through your or your spouse’s employer"

 

Any other insurance premiums are subject to the 7.5% rule, like your other medical expenses.
