Charitable Contributions and NY IT-558

I'm filing an IT-203 as a NY nonresident.  On my federal return, I took advantage of the $300 charitable donations deduction, which from what I read, has to be added back when filing NY taxes via form IT-558

 

TurboTax is asking me two questions I'm unsure of what to fill out:

 

1. Under the New York Nonresident Deductions page, it asks: Enter any federal deductions attributable to the period of your New York nonresidency.  It lists out the $300 deduction for charitable contributions and asks for the NY source portion.

 

2. Late on, under Deductions for Charitable Contributions page, it asks: Enter the New York portion of the charitable contribution deduction and again lists out the $300 deduction and asks for the NY source portion.

 

I'm not sure if both need to be $300 or $0? The donation was made as a nonresident to a charity in NY - not sure if that matters either way.

Charitable Contributions and NY IT-558

Please put $0 for the NY source portion for both items #1 and #2 as you were a nonresident. 

 

Form IT-558 is a new form for tax year 2020, which adjusts your federal adjusted gross income. Certain items this year are being added back and subtracted from your federal adjusted gross income. It is similar to previous year Form IT-225, except that it is included items that cover the CARES act. As you have stated, the $300 in charitable deductions for those taking the standard deduction on their federal return is required to be added back to income for NY purposes.

Charitable Contributions and NY IT-558

Charitable contribution listed on federal return (line 12b) is not reflected in New York form IT-558 and is not accounted for in IT-201 in line 19a (Recomputed federal adjusted gross income).  In addition to that, the form IT-558 and it's worksheet are not editable in 2021 Home & Biz downloadable. Namely, one cannot insert in IT-558 the code A-003 required for cash charitable donation and the corresponding amount from federal return line 12b. Because of that the Recomputed federal adjusted gross income (line 19a) on NY state IT-201 is wrong which  renders NY state return generated by Turbo Tax unusable.
