Yes, until you change your charitable contributions on your federal it will not go through, believe me I tried just resubmitting it and it got rejected until I zeroed it on my federal and it didn’t change my refund amount for state!!
The latest thing I'm trying - I went back to Federal, and manually put in my $600 cash donation (originally, it just asked if I donated or something and the amount, I didn't have anything manually put in in the Charitable portion and it was blank).
Deleted my CA refund, started again. I see 600 is reflected in the CA Form under Charitable Deduction. I don't know if this is right, I know nothing about taxes, lol. But it seems right.
Sent in and it is pending now. Next step will be zeroing it out, which I don't want to do and that's why I'm saving it as a last resort.
Seeing as this problem started last year I hope your not waiting to long for a TT solution, if you just go change your fed and refile you could be done in minutes!!
If I get rejected again, I will Rebar. So I would just go to Federal, find the Charitable Deduction, and then type in $0 manually?

@anigurophrat My 540 line 14 says $0. My Federal 1040 line 12B says $200.

Zero out your charitable contribution on federal only it will populate the state and then you can refile don’t bother looking at your state it’s not there!!
I have a feeling mine will be rejected for a fourth time. I double checked everything and my 1040 and 540 match in terms of the Charitable Contributions amount and it has this whole time. So I'm having a hard time believing that this is the actual issue.
TT had me zero on my contributions for Federal only it did lower my state refund. I submitted it again and waiting to see if its accepted.
The problem is my federal was already accepted. If I zero out my federal contributions then it changes my federal return -$10. Don't know the consequences of changing my already accepted federal information to fix my state issue.
@ah94 Where did you manually put in your $600 on Federal?
@DBH1022 This is why I'm waiting to get my Fed refund before tackling this State issue.
@Jetfan I can't remember exactly. I think it was under Deductions and Credits? Either way, there's a specific place where you can manually enter it in Federal. It will ask you for the type of donation, as well as where you donated. That was all blank for all my previous submissions.
When I restarted the CA Return and looked at the completed form. It had the $600 in the right place, or where it makes sense to be in the form.
Also it will only submit CA State, not resubmit Federal if it's already been accepted. If you run into a problem later down the road, I think it won't make a difference whether you have the refund in hand or not.
