It appears that my 18 year old can get a stimulus check if she is not claimed as a dependent on my taxes. If I don't claim her as a dependent on my return, and thus she claims herself on her return, will she be qualified for the next stimulus check? And is this kosher?

Please keep in mind if your child meets the requirements to be your dependent then he/she needs to select on his/her return that he/she can be claimed as a dependent even if you do not claim your child. Someone that can be claimed as a dependent cannot get the Recovery Rebate Credit/ stimulus check.
As a practical matter, if you are not listed as a dependent on another tax return, you are not a dependent.

That is absolutely not the case. Being a dependent is based on if you QUALIFY to be a dependent or not.
