In general, if you are the parent that is eligible to claim the child, but he/she has already been claimed, then you should file your return by mail. This will prompt the IRS to examine both tax returns and request additional information to determine which return was filed correctly.
You could consider filing your return without claiming your dependent and then amending your return later to add the dependent back. This would also prompt the IRS to examine both tax returns.
Claiming dependents can be complicated, and just because someone else claimed them first doesn't mean you might not be the personal legally entitled. This is true in divorce and separation situations, but it can also be true with unmarried parents living together (where, if one person claims the children in the wrong way, they will prevent their partner from claiming the children but will also lose benefits themselves).
