I am having the same difficulty entering property taxes. If I go direct to Schedule A I can enter the number but otherwise the system seems to have decided in advance that I should be taking the standard deduction, but without knowing what the property tax is.

It depends. Turbo Tax will automatically determine what deduction to take. Remember, the property tax cap is $10,000, no matter how much was paid during the year. This may be the reason why Turbo Tax is only allowing you to take the Standard Deduction because it is the best choice for your tax return.
I understand perfectly, although the $10,000 limit on state tax deductions does not mean I cannot have sufficient medical and charitable deductions to take me into itemized deduction territory. That said, I am happy to accept the status quo.
