How can I include foreign health insurance premiums and medical and dental expenses abroad as costs in my income tax return ? ( Tax deductions). NOTE: I live in the USA

For better understanding, I live and pay health insurance in the US. However, the premiums are ridiculously high and out of pocket and deductibles non-sense. By paying medical and dental attention abroad is wise saving than paying domestic.

I need to include all of the foreign costs in my tax return but can't find this specific situation in the IRS guides.

You include foreign medical expenses in your medical expense deduction the same as if you paid them in the United States. You do not have to identify them as foreign expenses. However, you must enter the amounts in U.S. dollars. You can combine them with your U.S. expenses (if any) and just enter the total.

one issue does the foreign health insurance doesn't meet ACA requirements (qualifying health coverage)  if not, then you probably owe the penalty for not having qualifying insurance
