Now living in the UK, haven't received letters from the IRS this year. I didn't pay taxes in the UK, but need to ensure that I don't default in the US. Do I contact them?

I filed in the US for 16 years, anticipate returning there by the end of this year, but want to be proactive in filing if needed, even if there weren't any earnings, savings, no property, etc. I'm due to speak with an expat lawyer regarding double taxation next week, but was expecting to receive some sort of documentation from the IRS.

No  You are not required if you have NO income from anywhere.  See information below for determining if you meet the Gross Income Test.

 

Your income, filing status, and age generally determine whether you must file a return. Generally, you must file a return if your gross income from worldwide sources is at least the amount shown for your filing status in the Filing Requirements table in Chapter 1 of Publication 54, Tax Guide for U.S. Citizens and Resident Aliens Abroad.

 

Gross income includes all income you receive in the form of money, goods, property, and services that is not exempt from tax. In determining whether you must file a return, you must consider as gross income any income that you exclude as foreign earned income or as a foreign housing amount. If you are self-employed, your gross income includes the amount on the Gross Income line of Schedule C (Form 1040), Profit or Loss from Business (Sole Proprietorship).

 

If you are an American expat living in or arriving to the UK, you will need to file your US taxes. This goes for any US citizen, dual national or Green Card Holder in the UK, even if you are no longer earning US income. Just because you are not earning income in the US, your US tax filing requirements do not stop.

If you are a US citizen, you are required to report and pay US tax on all your world-wide income, regardless of where you live at the time.  If you also pay foreign tax, you can claim a credit or deduction on your US tax return. If you work overseas and live overseas at least 330 days, you can exclude your foreign earned income from US taxation instead of claiming the deduction or credit, but you still pay US tax on unearned income (investments, prizes, etc.)

 

The IRS will generally not send you a letter reminding you to pay tax, that's your responsibility.
