My children are under 17 and live with me full time, but turbo tax is only giving me the "other dependent credit" instead of the child tax credit. Income < 200,000.

Go back and double check their birth dates as well as the questions of whether or not they are US Citizens or residents. If they are not a US Citizen or Legal resident, then they would not qualify for the Child Tax Credit, only the Other Dependent Credit.
