I'm trying to add a mileage deduction for miles traveled from a first job to a second job but Turbotax tells me I don't qualify for the deduction. Has something changed since 2018?

yes - the new tax law (2018) states that unreimbursed business expenses are not deductible for W-2 employees

If these are W2 jobs, then you are not permitted a deduction for unreimbursed job expenses. The Tax Cuts and Jobs Act eliminated misc. deductions subject to the two-percent floor, including unreimbursed job expenses, for the years 2018 to 2025.
