No, the medical portion of car insurance coverage isn't deductible as medical expense on your personal tax return. If you are claiming car insurance as part of business expense, it can be included there but it doesn't meet the criteria for health insurance for personal deductions.
The IRS addresses that HERE. While it is separately stated on your policy, it covers injuries to others who may occupy the vehicle and this is why it isn't deductible.
