Locality for Sales Tax

Using Easy Step I cannot find a place to enter "Locality" for sales tax option, but during the "Review"  this pops up as an error?  The only way I can find to enter the info is by looking up Locality in forms and manually making my selection.  Is this just an error in the program?

Sometimes you can manually enter in forms mode and go back through the program and then cancel the override. The federal form has state and local tax rates but only state is listed on the form in my desktop version. I can't even enter a locality.

Check Entries pointed to Locality for Sales Tax.  There are 3 options: 1, 2, or 3.  What do these stand for? I need to indicate Chicago.

It appears locality group 2 is the correct selection for Cook County (Chicago).  Here is a link with more discussion.
