My Health Savings Account rolls over. Most years I don't have enough medical expenses to be deductible. This year I do have enough, so I thought if I don't take a Health Savings Account distribution, I could deduct more on my taxes.

Yes ... just because you have an HSA doesn't mean you must use it.
