Do I need to file state taxes if I was living abroad the entire year?

It depends on the state.  For example, if you are a California resident and your employer transfers you overseas, California still considers you a resident for tax purposes until you've been absent from the state at least 546 consecutive days.  https://www.ftb.ca.gov/forms/2011/11_1031.pdf
