Is it true that if you qualify for EIC that the IRS will not even start on your return until 2/15?

There was new legislation passed by congress that is in effect for this tax year.  The IRS is required to hold any refund that includes a claim for either the Earned Income Credit (EIC or EITC) or the Additional Child Tax Credit (ACTC) until 2/15/2017.  Refunds are expected to hit bank accounts the week of 2/27/2017 due to the Presidents Day holiday.

Note: They will process the returns before 2/15, but the refunds will be held.
