I think you are misunderstanding how it works.
Did you receive $5100 in Advance payments (3 children, $1800+$1800+$1500)?
You are now claiming 2 children, for a total of $7200 credit. You already received $5100, so you get $2100 more. You are not repaying anything (you are receiving additional credit), so the repayment protection does not apply.
