Your property management company for a rental property?
Do you mean a 1099-MISC (tax reporting statement)? If so, you do not need a 1099 in order to report rental income.
If this concerns something different, please elaborate.
Seems like you are confused about tax forms. A Form 1040 is the form used to prepare and file your tax return with the IRS. No one "provides" a 1040 to you.
A 1040 is the tax return form you prepare here to send to the IRS. If you start entering data in this software you are preparing a Form 1040. Please look at it so you will know what you are sending to the IRS:

Do you really mean you want/need some sort of 1099 -- like a 1099Misc -- from the property management company? Do you own rental property and you need to report the rental income you are receiving? Provide some details.
If you paid the property management company, you have your own records of what you paid them. If you collected rent, you also have your own records of what they paid you. File your tax returns from those records.
If they have withheld rent, it would not be 2023 income at this point, because it was not paid to you in 2023, so just report whatever you actually received. If you get more rent paid to you later, that will be income in whatever year you receive it.
