If I put in $10,000 worth of new windows in 2018, and have no earlier claims,why didn't I get the $200 credit for them?

I filled in the requested information but received a comment from Turbo Tax that "we were unable to get you the credit. I overpaid my taxes this year and am receiving a refund. Is that a factor?

There is no $200 window credit for 2018. The credit expired after 2017 and has not been renewed by Congress.
