I suspect it should be added to the NYS income tax refund. However there is no separate line item for anything except the total refund.

If this was for your 2017 property taxes, you'd just subtract it from your property taxes paid in 2017 to reduce your deduction.
But since this is a 2016 refund from your real estate taxes, it would be reported only if you itemized in 2016 and claimed real estate taxes as a deduction, and got a tax benefit from claiming the deduction.
If all of it is taxable, report it as Other Income on Line 21 of your 1040.
