I paid North Carolina vehicle property taxes on my car in 2015. It's telling my resident state does not deduct for this, but NC is on the list of states that will.

The North Carolina vehicle tax is deductible for federal tax purposes.  It may well be that your current resident state's vehicle tax is not deductible, but that doesn't have any effect on your ability to deduct the North Carolina tax. You can enter it as a Personal Property Tax in the Cars and Other Things You Own section.
