I am having the same issue. This is for West Virginia for the Motor Vehicle Property Tax Adjustment Credit. Details available here on the WV tax site:

The MV-1 form we were mailed here in WV does not represent what TurboTax has in their system. There is a discrepancy and the form in the software needs corrected.
The form we were mailed does not have the vehicle class column with any data. It is blank for each listed vehicle. Also, the reason not eligible column TurboTax has is not listed on the WV MV-1 form.
I was going to fill in the class of vehicle as A, B, and C depending on what my vehicle classes were. However, I run into an issue when I get to my UTV (or ATVs would have the same issue) as they do not have a "class" in WV other than they are a UTV.
TurboTax needs to resolve the issue because this is a large credit. I wasn't going to worry about it until I realized I got the entire amount back, which amounts to over $300 for me. So you are going to start getting a lot of questions about this from customers wanting to file their taxes with this credit.
I'm also having a similar issue with the WV MV-1, except Turbotax isnt accepting the values I've entered for the Class. Turbotax keeps returning to my WV return to review the same entries and will not accept them or allow me to e-file because of this problem. Please get this resolved soon, as many WV users likely will be experiencing similar problems.
I got mine to submit, and the state accepted it. Whether they will eventually reject it in the long run time will tell. What I did was in the vehicle class you must enter the word "Class" followed by the class, such as A, B, C. For example, "Class A" or "Class B". For my UTV I entered "Class UTV". The TurboTax software is looking for the word "Class " followed by another value. If you have something that is not eligible, such as a Class C trailer, you can put in the not eligible reason "not eligible". Most people will have Class A for passenger vehicle but take a look at the WV tax site to see the different vehicle classes.
I finally just submitted mine like that, as because on the WV Tax site it said they were only concerned with the claim number from the form for electronic returns. The strange thing is when I printed my tax forms, it did not print anything with that claim number, although it did show on the WV tax form the MV-1 credit. So, I can only hope the electronic submission included that credit # on the MV-1 form or I am sure the WV tax office will reject it.
Really a mess, the form on TurboTax needs corrected.

If you mean that you don't know what to put, WV clearly states that class A is for passenger cars and trucks less than 10,000 pounds, If this does not apply to you, see Motor Vehicle Property Tax Adjustment Credit
I'm having the same issue. I can not leave it blank. Cars are class A. It will not accept any latter that I put in it ! The intuit tax lady is stumped as well. She is to call me back.
I think it's an I T issue !
Try typing Class A instead of just A.

You will need to enter the class for the vehicle in question. If it is a passenger vehicle, you would enter "Class A", do not enter just the letter "A". The word Class has to be enter for each response. AmyC, provided a helpful link, if you are unsure of which class to enter. See the link listed below:
