I was able to connect to someone at TT support who had the answer. The form itself had to be deleted.
I had to go to "Take me to my return" button.
In the left sidebar, select Tax Tools> Tools.
In the pop-up window Tool Center, select Delete a form.
Select Delete next to the form/schedule/worksheet and follow the onscreen instructions.
This removed the form from the list. I saved my return. When to the Home. And from there was able to breeze through filing the return.
The Form 8915A is for claims for a retirement withdrawal due to a 2016 disaster. If that was not the case go back into the "IRA, Pension Plan withdrawals" topic.
Edit/Add and Continue. You will arrive a question about disaster withdrawals prior to 2021. Be sure to answer "No" if that is correct.
Thank you for your response, DMarkM1. However, that has not worked. There is a question in that section about being impacted by a natural disaster, but I selected no originally and reselected no this time. It still says I need to wait on that form.
I will try deleting this entry and re-starting to see if that helps.

For anyone still following this saga:
I deleted all the income information. I deleted my dependents. I deleted all the tax breaks stuff.
Re-entered all of my information.
Got the pop-up asking if I had been impacted by a natural disaster.
I selected No.
and got to exactly the same place.
I have to wait on the same form to be completed by the IRS before I could continue.
I have contacted support again and waiting further steps. If the next thing works, I'll let you know.
