The Ad Valorem taxes are personal property taxes which you enter on the federal tax return as an itemized deduction.
The federal adjusted gross income from the Form 1040 Line 11 is the start of your Georgia state return Form 500 Line 8.
There is not a separate deduction for property taxes or personal property taxes on a Georgia state tax return.
According to the Georgia Department of Revenue:
You can deduct only the Ad Valorem Tax portion of the annual auto registration on your Federal Schedule A. The new Title Ad Valorem Tax (TAVT) does not appear to be deductible for Federal or Georgia purposes. In order to be deductible as a personal property tax, it must be imposed on an annual basis.

Hi, I moved to GA this year and paid the Title Ad Valorem Tax. My registration says "This is not a bill. This is your receipt. **Retain for tax purposes"
Since this is a one-time (not annual) tax, it seems like it cannot be deducted. However, why does my registration say "Retain for tax purposes?" Can anyone offer any insight?
