I have a health insurnace plan that has a family deductible of 3,000 and an Out-of-pocket Max of 10,000, is that a high deductible plan?

In 2017 we had a high deductible plan, then the employer changed to another plan that we did not have an HSA with.  WE stopped contributing to an HSA when the plan ended.  The current plan has teh limits described above, does the IRS consider this a HDHP?
