Contributions are entered separately in Turbotax from distributions (withdrawals). A 1099 is for distributions only.
You sound like you are in the contribution section. Just answer whatever your eligibility was; if you had limited eligibility because you did not have qualified insurance, that won't matter as long as you didn't make contributions.
