I am contracted for the courses I teach. The university is 3 hours away but they have an agreement with a local community college for the day we teach classes. I work with students when they are writing their dissertations, so I meet them frequently outside of class to conference. Since I do not have an office, I meet different places and I am not reimbursed by the university. Can I count this mileage?

Yes - you will be able to claim the mileage for meeting students. If you do not have an office where you teach, then you may be able to claim your home as your office and any miles that you drive to give student conferences either outside your home or away from the college would be deductible business miles.
